Read moreWho are we?
We are Penny and Ron Jones MBE, foster carers to the parsons green bomber. We have fostered 269 children and it has been our passion and vocation for 47 years.
We would still be fostering today if it wasn't for Surrey County Council.
What happened?
On the 15th Sept 2017, Ahmed Hassan left a bomb on the tube at Parsons Green station. A bomb he had built in our house.
However, Surrey County Council did not tell us that they knew he was 'trained to kill by ISIS'.
We believe the council was negligent in not telling us the full story about Hassan's ISIS past and that they have breached our right to family life under the Human Rights Act.
With your support we will begin legal proceedings against Surrey County Council. Please contribute now and share this page with your friends, family and on social media.
Case Background
We took Ahmed into our house on the understanding that he had been captured by ISIS but he had escaped. Surrey County Council told us that he had tried to kill himself and would only be released if he was fostered into a stable home, so we took him in.
The day after the bombing, we were watching a game of darts on the telly when suddenly we had a phone call saying ‘this is the police, you are surrounded by armed police. Put everything down and leave the house now’.
I looked up and there was a police officer pointing a gun through the window.
This was the start of a year of hell. We were not allowed to return to our house for weeks, not allowed to foster again and had our only income taken away from us.
We feel like we have given up our lives to Surrey to foster kids and they have turned around and betrayed us. We have been scapegoated and hung out to dry for somebody else’s mistakes.
We want to make sure that no other foster carers are ever treated like we have been. This is about more than just our case, foster carer workers are misinformed every day by their Local Authorities. We believe in the transformative power of foster care. But to be done right it must be supportive to those of us who open our homes to children.
How much are we raising and why?
We have instructed Jocelyn Cockburn, a specialist civil rights solicitors and partner at Hodge Jones & Allen, to fight our case.
We are raising funds of over £8000 to cover our insurance premium for our legal case so we can sue Surrey County Council and get the justice we deserve. Our first step is to hit our initial target of £3000.
If there are any unused funds left over from the Justice for Penny and Ron MBE crowdfund, they will go to the IWGB Legal Department to fund legal cases on behalf of workers, including cases brought on behalf of foster care workers.

Thank you SO much everybody for all your support!
With your amazing support we’ve made good progress towards our goal of £8,800. When we reach our goal we will be able to sue Surrey County Council and get the compensation, recognition and justice that Penny and Ron so deserve. This case is about Penny and Ron, but it is also about all our hardworking foster care workers who have information kept from them on a daily basis.
One of the people that contributed to our case said,
'Huge respect for what you are trying to do not only for yourselves but other carers who have been let down and blamed and made a scapegoat of by the local authority. Let’s hope justice prevails soon'
Can you help us with a big push to get to our funding goal? https://www.crowdjustice.com/case/justice4pennyandron/
If you, and everyone who has donated, could ask one or two other people to give, it would make a massive difference.
Please could you take a couple of minutes to;
- Email or WhatsApp five friends who care about justice and ask them to help
- Post the link on Facebook and/or Twitter! https://www.crowdjustice.com/case/justice4pennyandron/
- Mention it to two friends over the next few days, and explain to them where to read more about the case and how to support it by passing on the link https://www.crowdjustice.com/case/justice4pennyandron/
Thank you again!
Sarah Anderson,
Chair of the England and Wales Foster Care Workers Branch
